They note that too often many educators "act without proper data to guide their decision, without grounding in research and best practice, and without a plan for turning their vision into reality." As a result neither students nor teachers are as successful as they might be. "Standards alone cannot change these realities. Instead, successful change occurs when all aspects of the local curriculum are linked to standards through a purposeful, coherent system of processes and products."
The book presents significant questions for all engaged in educational change, i.e. Who is currently teaching what standards? What is the nature of instruction? Who is currently assessing what standards? By what means? Once there has been an assessment of what is being taught, then comes the question of what should be taught.
The book is filled with numerous other revealing questions as well as practical guides to linking curriculum, assessment, and action planning. It includes charts and diagrams that can demystify the process and record the results. It also includes a useful glossary of terms related to the standards movement.
